New settings in Google Drive's Shared drives allows you to share content of a Shared drive with parties who are not members of the Shared drive.
1. To do this, go to "Shared drives":
2. Select the vertical ellipsis to see more options, and select "Shared drive settings"
3. Select the checkbox for "Allow people who aren't shared drive members to access files"
4. Press "Done"
